Construction and operation of a high standard dual carriageway from Yelgun to Chinderah, generally to the west of the existing Pacific Highway. The proposal includes grade separated interchanges at Clothiers Creek Road, Cudgera Creek Road and at the Pacific Highway (Oak Avenue) near Chinderah. The proposal includes a tunnel under Cudgen Road. The existing Pacific Highway would be retained as a local road, with some modifications. Access via other local roads would be retained and some modifications are required. Service roads are to be provided to maintain access to local properties. The proposal includes the definition of a corridor of sufficient width to accommodate a dual carriageway, and environmental mitigation measures.
